  • Standard Edition 2 (SE2) - Mid-tier, up to 16 CPU threads, max 2 sockets. No Options or Management Packs (except RAC).

  • Enterprise Edition (EE) - Oracle's flagship. Licensed by processor cores. Options and Management Packs cost extra and accidental activation is a leading audit trigger.


Cloud Editions


Beyond Standard and Enterprise cloud editions, Oracle offers High Performance (adds Multitenant, Partitioning, Advanced Security, and more) and Extreme Performance (further adds In-Memory, Active Data Guard, and RAC). Cloud pricing is consumption-based but can escalate quickly as features are enabled.


What's Changed in Oracle Licensing: 2025-2026


  • Perpetual licences are being phased out in favour of cloud subscriptions - changing the long-term cost picture dramatically.

  • ULA renewals are a pressure point - Oracle is using support renewals and informal reviews as audit trigger points. If your ULA is expiring, engage independent help early.
